As others have said no. In the mosques they will sell a handkerchief for cheap. The church and state are mostly separate, but heavily included. Restaurants are open for Ramadan as well.

In the Blue Mosque they will provide one, and a coverup if a woman is wearing revealing clothing.

When traveling to historic Muslim sites or outside of Istanbul, having a loose fitting scarf to drape over your hair is never a bad idea. It is a sign of respect and can be fairly stylish. Just avoid wearing tank tops, crop tops or short skirts.
