I have to agree. That letter is very ambiguous and appears to almost purposefully be so. There are several chances for him to be conclusive and just say “I am staying another year”, but he never goes to that level of full commitment. It leaves a side door open, to me. Downvote if you want, but im a fan and would be much more comfortable with something more conclusive. Hopefully, we will get that.

Jesus Christ, maybe he was foolish enough to think y’all had enough reading comprehension to understand exactly what he meant. Why go through the trouble to write that if he was leaving?

I agree with your final point. I do not see the benefit from writing that statement if he isn’t planning to stay. Perhaps there is some sort of internal benefit (NIL, etc?), but either way, it could have been less ambiguous imho.
