It happens all the time when a ball carrier is trying to get out of bounds to stop the clock. The clock keeps running if the ball carrier is going backwards when he steps out of bounds.
The refs always stop the clock if he’s tackled out of bounds, but it’s a crap shoot where the ball is spotted.
