No, the city council voted on it. Obviously, most of them were in line with Mitch (or really, they just hate whitey), but there was still an actual vote preceding the removals.

The worst was when they renamed part of Carondelet Street after some pastor during a sham Council meeting that followed none of the applicable rules. Some members of the Council were even musing that they were totally out of order, but hey, let's do it anyway.
