How is there even a debate? The top most bridge should be the only option. Why build it so far from population centers and I-12?
The only argument elsewhere would be the one near Saint Gabriel, but include a 2 lane highway straight to the interstate.

But I'd seriously take any of the northernmost 3-4 crossings. Just build it.
An imperfect crossing is better than no crossing.
