Outside of the China angle, it used to be that most athletes that competed for a different country had stronger ties or didn't make the team in a more competitive country. That has been going on for many decades. We have been seeing a small but growing trend of athletes choosing teams of countries where they had less connection and they were also good enough to make the team of the country most would expect them to compete for. It is usually a result of more opportunities and more money.
There was a lot of discussion here about LSU's Mondo Duplantis competing in the 2020(1) Olympics for Sweden. He won gold in the pole vault.
