"Locally", The Woodlands is hard to beat.....truth.
That said, there are several suburban areas around Houston that would be quantum leaps ahead of LA. And, many of these areas are now providing work opportunities where there is no need to venture into Houston proper (i.e. no commute).

Traffic in the Woodlands sucks. Its overbuilt. It has some nice features but not utopia.

Interesting that you compare micro-areas around Houston to the entire state of Louisiana. I live in Old Metairie where crime is low, the neighborhoods are nice, I walk to restaurants and have easy access to everything a city has to offer.
There are plenty of great places to live in Louisiana, where the taxes (combined property and state income taxes) are reasonable. The Woodlands are nice, too.
BTW, I’ve lived in Metairie and on the Northshore my entire life. I’ve been robbed four times, twice in Houston, once in Metairie and once in Salt Lake City.
