Violations on NWRs also go to federal court.
Not all waterfowl violations are federal such as hunting on a WMA that stops hunting at noon or 2, that’s a state law - local court.
Shooting before or after legal time by feds rule is federal.
Baiting, lead shot, no plug, over limit etc are federal.
I know shooting after legal sunset on the last day of the season is also hunting in a closed season.
And lawyers charge more for federal court
