Yes 7 initial counters, those can be transfers or recruits.
You can also count backwards with your early enrollees. So guys that come in January will count towards last years 25.
Idk how many early enrollees they had last year, but if they only signed 23 then that at least gives them an extra 2 counters.
With 1 transfer in Max, they could sign 33 kids out of highschool if they push out enough older guys.

Incorrect. You can bring in as many transfers as you lost to the portal up to 7.

yes , but only to the amount that you undersigned last year.
