Rocker and Sherrer have been excellent at UGA.
A key thing to remember is that Arkansas has worse players than UGA does and thus doesn't do as well.

Better program with more talent can do wonders for a coach. For instance look at your coach and his tenure at Wisconsin vs Arkansas. He lived at the Rose Bowl but now cant win shite. My point? It's all about personnel

Arkansas is literally more talented at every single offensive position group than UGA, with the possible exception of RB (and even that is very close).
Chaney took a talented offense and made it look painfully mediocre.
Enos otoh, maximized that talent.
