I don't have the real story but I'm one of the least biased people on this board who has been following everything.
From what I can gather, Herman wasn't committing until he heard from Texas and Alleva didn't want to wait. Fisher probably never really wanted to leave FSU, unless maybe he got an astronomical pay raise. Alleva probably thought he would almost guaranteed get Fisher or Herman, and when that didn't happen, he was scared to prolong the search and went with the cost-efficient Plan O.
