I think he means that it would be bad news for Rutgers for Maryland to get such a premier head coach and recruiter.

I'm not seeing anything concrete.

Rutgers chose Flood over Cristobal due to salary. I don't think the shoe-string budget or bargain-hunting is going to stop here.

Schiano returning is extremely unlikely.

Yes.

There's enough talent in NJ alone for Rutgers to be successful in the B10. The problem is that 50% of the top-30 players will leave the state for places like Pitt, Notre Dame, Boston College, Penn State, etc...

Maryland hasn't been as successful poaching NJ high-schoolers as they could have been. Mark Richt would likely change that.

Maryland is going to get a real coach, Scott Frost the OC from Oregon. Nobody wants Richt, he is going to get a desk job anyway at Georgia.
