ULM and Tulane are dreaming if they think they can land Frank.

Tulane has resources and could land him. But they don't want him. And it wouldn't take that much in resources anyway, if he wants a head coaching job.
An overpaid* position coach will take a pay cut if he wants a head coaching job. Or put another way, no team is going to pay top dollar to a position coach.
