Maggy tells Cersei everything as it is, plain and simple. She all but names the killer. And Cersei still doesn't, can't, decipher it. Cercei is filled with delusion. She thinks she will always have Jamie. Yet we see from Jamie's POV that he doesn't see things the same way. Or he at least is trying to distance himself.
Cercei has let this prophesy control her life. She's always thinking about it. And scheming because of it. She wants Tyrion dead because she thinks he is the valonqar. She despises Margaery because she believes she is her replacement. It consumes Cercei.
Meanwhile, Margaery is slowly manipulating Tommen. And Tommen is falling in love with Margaery. Or so he thinks he is. As that is all part of Margaerys plan. There was a Jaime chapter in AFFC where he storms into her room during a bath and demands certain things of her, like wanting a cat and not wanting to eat vegetables anymore, and it was shown that Margaery fueled him into doing that.
I think the reason why so many people think Jaime is the valonqar is because they're making Cersei's mistake. Cersei gets the translation of the word valonqar separately from when she hears the prophecy itself, so there is reason for it to be divided in her mind thanks to the passage of time. Once this happens, she is so narcissistic that she only is thinking from her own POV, so--to her--it has to be her own brother. And since it's presented to the reader within this context, the reader is led to make the same assumption without questioning it.

Same here.
Tyrion killing Cersei is a total cop out and I'd hate it. Jaime killing her suits both of their arcs better and will make everything come full circle.
