In considering the application/purpose/intent of an amendment, the only things that should matter are:
1) The historical context of when the amendment was passed/ratified (e.g., what constitutes "cruel and unusual" punishment in 1791 is very fricking different than now)
2) The debates related to the passing of the Amendment in Congress (including what changes were proposed and rejected [see curremt "birthright citizenship" issue])
3) The state-level ratification debates.
That's it.
That's all.
The Constitution provides only one mechanism for Amendment. Passage of time and changes in mores are NOT one of those mechanisms.
