Couple of questions for first time traveling to Europe

These are probably extreme rookie travel questions here:
Cell phones: What is the best & most affordable way to have cell phone service, preferably smart phone cell service for calling, GPS, and other capabilities?
Renting a car: I'm assuming that I need to apply for an international drivers license in order to be allowed to rent a car and drive there?

For the phones, depends on your provider, but many have temporary international plans. I just use WiFi, since it's pretty much everywhere now. Download an app ahead of time that allows you to use the maps with no service.
Not everywhere requires an international driver's license, but some do. No reason not to get one. $15 and 15min at AAA office.

If you have an unlocked phone you can buy cheap sim cards most anywhere to pop in your phone. The Sim cards come with various levels of data but usually 1-2 gigs. I usually burn through that in a couple of days but at about 3-5 euro it's way cheaper than an international plan from your current provider......you also get text and voice with the cards......Google to countries you are visiting to see which brand sim people recommend.

I rented a car in Belgium and had no issues, never had to get another drivers license or anything.
Cell phones just bought a data plan but I should have just bought a new international sim

For Germany, UK, France, Ireland, Austria, Switzerland, the Low Countries over the past year-
Phone:
I have a Verizon phone & plan in the US.
For $10.00 per day roaming charge thru Verizon, I have text, voice, and data there.
Car Driving License:
International Driving License was not needed. I didn't rent cars in every one of the listed countries but I drove in all of them. I'd check beforehand as to the specific country(s) you are planning on driving in.
I love me some unlimited speed limit autobahn driving.
Safe travels!
