Which tablet or 2-in-1 has best screen for pen/writing

Looking into getting a tablet or 2-in-1 that has good resolution/response for writing with an e-pen. Does anyone have any suggestions or experience? Are the surface pros as good as it gets?
I don't need too much other hardware since I would mostly be either note-taking or using it to remote into a desktop. Any suggestions will be appreciated. I was hoping to use a budget tablet, but actually writing with a stylus is miserable on most of the ones I have tried.

the newest surface pro has significant improvements in the pen. for the most part, the pen is far more important than the screen it terms of writing/drawing. new surface pen is best on market.

Possible stupid follow-up... Can the surface pen work on other devices?

i know its 100% backwards compatible with other surface devices. it has a conductive tip, so in theory it works with any touch screen device. however, in order for it to work well, it would need to be a touch screen designed for use with a pen.
