When will the iPhone 6 price drop?

Is it typically the day the next generation is announced or not until they actually go on sale?

On a related note, what's the best source for refurbs when the next generation comes out? Are phone refurbs worth the discount? I know my iPhone 4s battery life was pretty bad after 3 years and with previous gen refurbs you're buying a phone with a year of battery wear even if everything else is in perfect condition.

Refurbed phones have new batteries put in them.

Price drop is dependant on carrier and/or who is selling the phone. Example: Walmart may price drop the iPhone at announcement of the 6S, but Apple may not price drop until the 6S is available.

I want to switch to Apple. I would do the iPad Mini 3 and iPhone 6 on AT&T Next, but that would be like $60 extra on my monthly bill.

Difference between iPad Mini 2 and Mini 3 is a sapphire home button and TouchID.

Otherwise I believe there are no spec differences. Mayyybe a camera improvement but wtf uses their iPad Mini to take pics?
