Our company uses Dreamweaver within our Adobe Creative Cloud subscription. They prefer it over iMovie
If you're looking for a personal use video editor, I'd recommend using iMovie

Depends on what you mean by best.
Most powerful/most features/most preferred by pros, you'll find arguments favoring Avid, Premiere, Final Cut and Vegas. And on that level it's basically Coke vs Pepsi.
On a consumer/home movies level, all of those are overly difficult and hardware intensive for the average vertical video enthusiast. iMovie is probably the best there.
