Transfer downloaded MP3 to Iphone/Ipad Itunes

I have a downloaded mp3 that I'm able to play on my iphone and ipad from its current saved location in my drop box app. How can I transfer the song to my iphone or ipad itunes library? I have able to get the song into my PC itunes library, but my PC itunes library, for whatever reason, no longer syncs with the libraries in my other apple devices.

Get an android. Go to my computer then open the folder like you open any other windows folder. Copy. Paste.
