It means open a command prompt and type
The -t option makes it run until you press Ctrl-C to stop it.
What you will see is a series of "pings", which just asks the server to respond over and over, and it lists statistics about how long it takes each time. On broadband, ping times should be well under 100ms, and they should be consistent. If you see any responses taking a long time, or if any of them get "dropped" (no response at all), then you probably have some network issues.
