Revive dead CPU card?

I have an old CPU card (ISA slot, that's how old it is) that won't boot. Doesn't even get to BIOS. The manufacturer of the machine it goes in can't source the boards anymore, and of course I'm not having much luck finding one on my own.
There are no obvious problems... no burn marks, no swollen capacitors, no corrosion. Does anyone know of any obscure tricks I could try? Is it possible to test the capacitors without removing them from the board? Do you know of any place local (BR area) that might be able to test/repair it?
Any help would be very much appreciated.
