Question about using a Verizon iphone 5s on tmobile. IMEI # reported as stolen

I lost my T-Mobile Nexus last week and a buddy is letting me borrow his old spare Verizon iPhone 5s until I get a replacement.
Ideally, I could switch it over to T-Mobile so I can use my old number. I've confirmed that the 5s will work on both carriers, purchased a new T-Mobile sim card and inserted into the phone. T-Mobile is telling me that they can't activate the device because when they run the IMEI # it says the phone was reported stolen.
I confirmed on swappa's IMEI checker and it says the same thing. My buddy has spoken with Verizon and they are claiming there are no holds on their end, the phone should be ready to take to T-Mobile.
Anybody ever dealt with this before? Is there a way to get the IMEI flag removed?
(The phone is not stolen, my friend purchased it directly from Verizon back in 2013 or early 2014 and it is paid off with no "lines" attached to it.)

And the reason I just don't buy a replacement phone immediately is that I wanted to see the exact specs, pricing, and release dates from the Google Pixel event on Tuesday.
Then decide between a Pixel, the Nexus 6P when the prices drop, or trying out an iPhone.
So far this iPhone is annoying as frick. I guess when switching from one OS to the other there is a learning curve.

Did you have insurance in the lost phone? What kind of deductible? Was this due to being drunk?

My main question is with regards to IMEI # having a false stolen flag attached to it. Has anybody ever dealt with that before?

You should be good to go. Verizon phones are basically unlocked unless money is owed. T-Mobile runs off GSM network compatibility. See if Verizon can send a network refresh to the phone?
