I want to start off fresh, but I don't want to lose text messages...When I restore from backup, it forces you to download all your old apps from your old phone.

It's not the exact answer you're looking for, but a different option would be to backup and store the text messages instead of transferring them to your new phone. You could use a program like iExplorer to extract your text message history and export each conversation as a PDF, so it can be stored and referenced in the future.

I had a 10+ year iOS install I recently decided to backup/archive and start from scratch and that's the path I chose to take.

Use iCloud.

Turn everything off except text and back it up. Then restore on the new phone.

Just did this on my wife's phone for everything. Took 2 days to upload everything into the cloud (including pictures). Took about 2 hours to restore it on the new phone.

I searched and found that Apple allows you unlimited space on iCloud for like 5 days to transfer everything. I was impressed at how easy it was.
