ipad mini- Won't Restore

My kids have a mini that they use occasionally-
I let them have it to go to the babysitter this week and they came home with it last night and claimed that it died.
I did a soft reboot on it (power and home button) and it ended up starting, but would only stay functional for less than 10 seconds. Then it would enter into a never ending loop of rebooting- Apple symbol on, then blank screen, sometime you'd even get a flickering Apple...totally unstable behavior.
This morning, I was able to get it into restore mode and tried to get it to reload everything- update iOS and content. After 3 tries, it continues to bomb out- error code 14 came up once, followed by 4013.
Any ideas?
