iOS 9 iPad Multitask question

I've got an iPad version 4. This model was not one of the iPad's that received the multitask, split screen, nor picture in picture update.
Why is this? I've searched around but can't seem to find anything concrete.

32-bit processor (A6X) is my guess.
Most of the multi-tasking features seem to be limited to models with a 64-bit processor (A7 and after).

If they let it run on older processors when it ran like shite, then you'd be on here moaning how Apple screwed him with the update to force him to upgrade.
