I Pad Mini with OS 9.2.1

Recently updated to the 9.2.1 OS from 8.2. Pad is now slower and very gltchy I.e reloading current web pages. Really bad on this site. Also doesn't seem to close out last page on exit or maybe it just loads the last page up plus whatever new page you want.
Anyway, worse in my opinion than earlier version. Any way to "roll back" to my last working version ?

Apple stopped signing 9.2 a few days ago so you can't go back.

I also have a first gen Mini that is now almost unusable. I gave it to my 3 year old.

Weird. iOS 9.x was a huge improvement over 8 on my 5th gen Touch, which uses the same CPU as the original Mini. iOS 8 killed my Touch for the mobile website, while iOS 9 made it very usable again.
