Help with Samsung Phone info please

I know nothing about these phones. The wife and I use strictly iPhones.
Looking to buy father in law a new phone for Christmas.
He currently has Samsung galaxy note 2 with Verizon.
What would be a decent upgrade from that phone for like $250 or less?
I'm sure their have been several newer models since the note 2. Doesn't have to be the newest version.
Any help would be appreciated.

I was going to suggest the Note 5. Either would be a step up from the 2.
