ESN Locked phone for tinkering

I am wanting to buy an Android phone and don't give a crap about using it for cell service, I want to root it and basically have some emulators on it to play with and use it on WIFI. can I buy a cheaper locked ESN phone and just run it with WIFI on in airplane mode to do what I want?

I have a nexus 7 already but I want a 5" phone to be more mobile. I am looking at the HTC M8 now because I liked the phone anyway but I like my 5s more for everyday use.

I'm not needing something that is maxed out specs, i mainly want to run older emulators for NES/SNES/N64 for Zelda games so killer specs aren't needed and I only need to access WIFI on it. That is why I was looking at locked ESN phones. I can get them dirt cheap on eBay and they would be really solid phones but can I just run them in airplane mode and never have to worry about them not working?

You can get a used N5 for $200 and being unlocked can at least have the option to have a backup phone if you break or frick up your main phone, and then still have the resale value down the road if ever wanted.
And as far as tinkering, obviously a Nexus device is the king of kings.
An HTC M8 is around the same price and offers far less.

anyone ever mess with a Fire phone? I'm kind of thinking about buying one and side loading Google Play on it for emulators. I get a year of prime with it to add to my account I have now so the 32 gb phone will be around 100 bucks.
