Desktop recommendation needed

So I have a DJI Osmo and I went out and recorded some 4k video at 24fps and some 1080p at 60fps. I loaded it up to my old arse laptop and clicked play. Freeze, crash. Everytime.
So apparently I need to upgrade in order to be able to at least view these things. I have a 4k tv so I'm not worried about viewing them in full resolution on the PC.
What minimum would I need in order to just view these videos?
I'm cheap so I'm looking at this.

You will need a computer with a video card capable of displaying 4k video. The inexpensive computer you linked is likely not capable with the integrated/built into the motherboard Intel GMA 4500 video. I recommend building your own computer with the components of choice. You will learn a lot in doing so, get more bang for your buck and have the confidence of knowing the quality of the components you included in the build.

I'm not interested in displaying the content in full 4k resolution. I won't have a 4k monitor anyway, and I have the TV for that. I simply want the video to play, so I can view it in any resolution.
It also froze and crashed on 1080p at 60fps.
