No, they used a camera to steal the signs. The Apple watch is only being mentioned to get more clicks.

In a way yes, but mostly no. There isn't supposed to be any internet connected devices in the dugout. They have iPads, but the wifi has to be turned off. They were using the watch in the dugout to received the signals. Having and using the watch is where they were breaking the rules. It's not against the rules to steal signs. It is against the rules to have an internet connected device in the dugout.

The MLB investigation found the Red Sox would have an off-field person watching a camera feed of the catcher. He would then contact the dug-out via the Apple Watch, and that signal would be passed on from the dug-out to the batter.

The batter then has to read and comprehend what is being communicated to him. That series of steps seems like too much to do in the amount of time between the pitch call and the pitch.
