Anyone ever use ioffer website? Im having an issue

Everytime i try and pay for an item it says (declined, try a different card) I have tried every card i own. Made sure address and names match, everything is right and it keeps kicking it back. Its really pissing me off. I have tried since 9 am. Anyone with experience or ideas?

Never heard of this site before. Just checked it out. Is the stuff stolen or fake? Lol
