alternatives to adobe acrobat standard?

Just need software to convert files to .pdf, convert .pdf to .jpg files, merge multiple .pdf files, and re-arrange pages within a .pdf file

If there was a good option for this, then Adobe wouldn't be able to charge the fortune they charge.
PDF Xchange is a cheaper option but it isn't nearly as good.

I have never used them but check out PRIMO PDF or CUTE PDF.

Foxit PhantomPDF is a good option.
