4K Monitors recommendations?

Looking for some advice...
I would like a 28-32" size in 4k
What things should I be looking for in a purchase?
IPS and tilt, and 60 mhz?
Which brand is considered on the best?
Recommended graphic card?
I am not a Mac guy, though their screens are unbelievably nice making me have a "want"

If I were buying a 4k monitor today (and not opting for dual 23") this is the one I would be buying.
I did not realize that 32" was still drawing such a premium - the comparable Asus in 32" is over twice the price on Newgg ($1399 versus $599 for the 28" above).

The monitors mentioned are nice, but video card is going to depend on what you need it for...
We have cards in the offices that produce 4k resolution and the Admin department uses them for spreadsheets..
We also have some that the Engineering department uses to design stadiums...
