How does the 7 man standby list work?

If we were to lose Jozy for the World Cup, does this allow us to contact 1 of the 7 standbys and offer them a roster spot? Would Donovan... or to a lesser degree Boyd get the call (or accept for that matter)?

If he had been injured before the tournament started but after the initial squads are released you could have called one of them up.
Now the games have started the squads are set in stone no changes injury or no injury
