They were not, you are correct.

I did just look up the pre-season odds to win the title. Leicester was +100000 (I think that's bet 100 and win 100K?) The only teams with worse odds were West Brom, Norwich, and Bournemouth.

Swansea, Stoke, Villa, and Sunderland were also +100000

Leicester's squad cost £54 million. Ulloa was the most expensive at £10 million.

Norwich's squad might actually cost more after the purchases of Klose and Naismith. If not, those numbers are nearly identical.
