Ben Lederman and Barca's youth situation

I'm having a hard time understanding this mess. I thought that if the youth players parents moved with the kid, then they would be ok. Now, I know this story is a few months old, but can someone help explain to me why he has to wait until 2018 to be able to play a game again. Also, is he expected to stay there until then or move to another club to be able to play?

It's a good question. For all the fifty thousand articles and tweets about this I've never actually heard the precise explanation of why he is involved.
I know that Barca's sanctioned activity involved
1) recruiting violations of underage players-- yet I've not heard any detail that specifically regards Lederman but there were some regarding other of their youth players.
2) "tampering" -- dealing with underage players without permission from their clubs. This was specifically mentioned in regard to a couple of players, one from Lens, I believe.
Is it simply that there were violations for certain players (I have heard six mentioned) but not necessarily Lederman specifically but that their punishment is that all the international kids "recruited" during the violation period are now ineligible?

All I know is I really don't like it. Lederman needs to be playing in competitive games in order to grow as a player.
