According to their numbers, for Fall 2013, less than 1300 black kids enrolled out of 43,000, less than 3%....

Probably because only 5.7% of all people in Wisconsin are black.
The only racial demographic that are overrepresented at UW in comparison to state demographics are Asians that make up over 5% of UW students but only 1.7% of Wisconsin citizens.
