I think the argument it helps recruitment is totally legit

I'm actually of the opinion that ISIS would take the credit for the ice cream machine being broken at McDonald's at 3 am.
It's not like they are worried about their Miranda rights or anything. I think the cat is out of the bag that they are bad people, and there is not much downside to claiming credit for every bad thing that happens in the world.
