They will over turn this just like they overturn the majority of 9th circuit decisions.

The arguments put forward by the administration make success very unlikely. The Administration argued that it's discretion is unlimited and unreviewable. They didn't even try to explain a factual basis for their exercise of discretion. They will never win this argument, and since this is the basis of their defense of the order, they will not have the order upheld.

They will intentionally run out the clock on the EO. By that time, Trump will issue a better one that is more suitably worded as to avoid this mess.
