Who is really responsible for the norks

Which president is really responsible for the current nork situation and the norks having nukes?
So, let's rank the presidents in order of whom is more responsible for our current situation regarding the little fat man. Here are the choices.
Bush bro 1
Blowjob bill

W/BHO (too close to call)
HW (just at the beginning of some of the tomfoolery)
Trump (he's been as aggressive in stopping this as any of them)
And Clinton is the clear #1, because he negotiated taking off the pressure (with Il) and gave them a path to nuclear weapons. Combined with their advanced missile program, in hindsight that seems to have been a mistake. I'm sure whatever passed for the Clinton Foundation back then did very well, though.

Had he not pushed to the Chinese border we likely would be in a world where Korea was one nation and wouldn't have this issue.
His push to the Yalu River forced the Chicoms to intervene.

While I agree, too many options would just cloud the results. So I stuck with the most recent 5.

It really doesn't.
If a nation wants nukes, it's going to get them. You can delay that process as long as possible but sooner or later it will happen. The roots of the problem start the day the cease-fire was signed. So if you want to blame someone blame the guy in charge then. Every other administration since then has been passing the problem on to the next guy. Which is why the Donald now has to deal with it.

I think China and Russia are developing the nukes for NK and Iran. Whatever NK has so does Iran. It is China/Russia vs the US. NK/Iran are just stand ins.
How could NK develop 1)ICBMs, 2)60 nukes, 3)Miniature Nukes for a missile, etc in such a short time. Is out intel guys so busy spying on us they didn't know this???
Also to add: Does anyone believe that if we nuke NK that China won't retaliate?

It's China more than any US President. I like to bash the Clintons as much as the next guy, but I think they'd reach this point whether he was President or not. China needs to clean up this mess because this is their baby.

Why would China give NK nukes to blow up their 3 largest trading partners? It makes no sense for them to develop nukes for NK when it can only serve to frick them over
