1.) They never had a mechanism to force a country to comply anyway
2.) This changes nothing really. If we have a Democrat administration they will still voluntarily do what the WHO instructs. If we're being honest a republican administration likely would as well, including Trump.

Trump peeled back the onion layer on the outrageous payments that the US makes to the WHO and World Trade Org like 10-20 times more than any other country. I don't recall one single member of Congress, on either side of the aisle, supporting Trump in this transparent report to the public. Countries like China were labeled by the WHO and WTO as developing countries where they paid pennies on the dollar.
Tldr: USA is corrupt inside the beltway and is asleep at the wheel.
