It's probably not constitutional to charge interstate tolls under the commerce clause. Intrastate is a different matter.

Toll interstates in this area (Philly) are some of the worst I've ever been on in terms of maintenance (and I lived in Birmingham for 18 months). New Jersey is almost as bad. Tolls have gone up significantly over the past few years with nothing to show in terms of extra repairs or added infrastructure. Anyone who believes adding tolls will generate revenue for interstate highway maintenance is a moron and should go play on said interstates.

There has been a ban on interstate tolls? I seem to remember paying a toll about every 10 feet on I-95 between DC and Philadelphia in 2004.

I'm not all that bothered by a pay as you use system like tolls; if that is all it was.
But we both know what this would end up being. It will end up a double tax of tolls, and the gas tax.

Pick one or the other and keep it simple.
