Actions speak louder than words. He's trying to salvage an image - despite a relatively good favorable rating at the end of 2 terms (bolstered by a reverence among black folks that approaches the divine, quite frankly), he knows he got pulled too far into the HRC campaign and that, now lost, with Trump essentially running against an Obama third term, he doesn't want to seem like the spiteful, bitter partisan that he has governed as for 8 years.
