What should happen to the Democrats when the investigation turns up nothing

Now that it is being reported that Mueller is going to be asking for the tax returns of Trump and his associates to see if they received money, what happens when they find nothing?
Normally when they want to subpoena tax returns and bank statements they are going fishing which means they have less than nothing currently
