What has changed that caused liberals to change their immigration policy?

By now, we've all seen the videos 20 years ago of President Clinton and 10 years ago of then-Senator Barack Obama calling for stronger borders, deportation, and restrictions on illegals having access to our welfare system.
They have done a complete 180 on this. The reasoning is that deporting illegal immigrants will tear apart communities, break up families, and endanger the immigrants. What has changed? Weren't these issues around 10 and 20 years ago? What has happened that made these issue more important, all of the sudden?
There are only 2 things I can see that could cause this shift in policy: First, is that the Democrats have figured out that the Hispanic population will vote for them in large numbers if they make it clear that they welcome illegal immigrants. Is there another explanation? Second, is that the Democrat party is moving further to the left and away from mainstream America, and right now they are in the stage of trying to convince mainstream Americans that opening up our borders is the right thing to do.
On a secondary note regarding immigration policy changes, we have 700 miles of wall along our southern border with Mexico. Why weren't the liberals protesting when those wall were built?

It's simply that a demographic shift favors the democrats.

You guys are full of shite sometimes The contentious issue with immigration debate on on both sides has always been the *how* not the *what*.
What has disturbed liberals and many moderates is the rhetoric of blaming immigrants for all of our problems (the oldest play in the nationalist populist playbook by the way.). Whenever someone starts shouting at a crowd of the "majority" that some sort of minority is responsible for their suffering (crime, unemployment etc) history tells us we should be suspicious.
Also, a fricking wall? Are you kidding me? At least come up with a good solution.

The shift happened before President Trump. The Democrats have use this issue to beat the Republicans for the last few years - because the Republicans are afraid of being called racists.
President Trump has stood up on many of these issues that the Republicans won't touch, and doesn't seem concerned about being called racist. Indeed, he seems inclined to take on the PC crowd who does this, which is one of the reasons that he is so popular...

The left was against illegal immigration a couple decades ago. This has nothing to do with virtue, it's about money and the vote.

As far as the party is concerned, it was all about the vote. They will tell their supporters or potential supporters whatever they want to hear.
As far as the citizens who support the party, they have always been the non-conformists type. So whatever happens to promote nonconformity is what they'll back. Right now, the Democratic party is the party of nonconformists. Eventually that'll change when the party finds a better source of votes.
