Well that's one biased way to look at it.
The "Star Wars" missile defense shield was the key point in this. Moscow knew they were slowly losing the Cold War and such a defense shield would have utterly fricked their first-strike capability.
tl;dr - We came close to war with the USSR because Ronnie was willing to strengthen our defenses with something the Russians couldn't overcome.
When you let your opposition dictate your defense, you're already their bitch.
