Maybe your BIL's unit sucked balls admin-wise? Because an IED hit qualifies you for a CAH, and a PH in the event of injuries (to include TBI)...but lets be real...how many IED hits didn't have injuries?

I was just replying where you say they hand them out. I know a lot are, especially officers.

Tell me the simplest reason then. He didn't say he was injured. He directly said his vehicle took a hit. That does NOT qualify for PH.

Being an Officer has zero to do with it. It's in the freakin regs dude.
Any non-award is solely on the chain of command for not taking care of their troops and getting them what they are authorized.

No, I said he rates it, but didn't say he was injured when testifying, just said his vehicle got hit. Are you not watching?
