Yes Trump needs to get some nominations going , but those jobs are filled by acting officers who are legally able to do the job until the Senate approves any nominees.

Also, US Attorney's don't "make policy". They are the attorney representing the federal government in their given district, not policy makers.

They don't make policy in the sense of making legislation or regulation, but as I'm sure you know they have wide discretion in implementing federal law and the way they exercise that discretion and coordinate with federal and local law enforcement is a kind of policymaking to my mind.
