While liberals from the north, likely retirees move south, the south gets a little more D leaning, but gains in population (thus more EC and congressional representation).
The paradox is that while the south gets more blue, and the north probably gets even more blue because the older people who move are probably a little less liberal than those who stay, the changes in the south aren't dramatic enough to flip states so the gains in representation only makes the EC favor Rs more.

Well. That and winning places like California by multiple millions doesn't change the EC at all.
And, winning congressional districts with 90% of the vote still only results in 1 congressman per district.

No, a smart person would realize Rasmussen just isn't quite as slanted.

Personally, I wish the EC was comprised of congressional district winners, and winner take all for the 2 "senate seat" statewide votes. That way it maintains the fundamental purpose of the EC, but minimizes the disproportionate value of votes in swing states v. partisan states.
But then again, this would be most ideal if congressional districts were drawn logically and objectively, based on a formula that tries to minimize geographic and population disparities, rather than subjectively drawn districts trying to manipulate partisan and demographic characteristics.
